According to the latest developer notes, Festive Mereoleona is scheduled to appear in the January 30th, 2024 update. This coincides with the release of a new story chapter.
As an exclusive character, she will likely have a solo featured banner running for a couple of weeks. This is great news for fans who have been eagerly awaiting the fiery royal knight's addition to the game.
