Shepherd of the Pawns is one of the five evacuation quests in Dragon’s Dogma 2. You will first need to achieve the true ending and access the Unmoored World before you can start this mission. First, talk to King Rothais at the Seafloor Shrine and learn about the state of Vermund and Battahl.

It’s your job as the Arisen to help save as many people as you can. Now destruction is swallowing the world, you need to evacuate everyone to the Seafloor Shrine. In the Shepherd of the Pawns quest, you will need to head to the Excavation Site and help Henrique get the Pawns to safety.

Completing this quest will end all missions in the area so if there is something you want to do nearby, now is the time. While Shepherd of the Pawns isn’t time-sensitive, don’t delay too long. If you rest too much, whole cities will face destruction.

Where to Start Shepherd of the Pawns in Dragon’s Dogma 2

Travel to the Excavation Site and you will see Henrique battling a Magick Golem. Help him defeat the stone monster and he will talk with you. He doesn’t think the Excavation Site has much time left before destruction engulfs it and would gladly follow you to safety but he will not go without the enslaved Pawns. He will lead you to the nearby gaol to explain the situation.

The captured Pawns seem unable to leave and Henrique doesn’t know why. They will start to talk to you. They have orders to remain and cannot disobey. Henrique thinks the Overseer of the slaves ran away but made sure the Pawns could never escape.

Where is the Overseer’s Lodge in Dragon’s Dogma 2?

Henrique will give you the Overseer’s Lodge Key and ask you to check it out. The key will unlock all buildings in the area and the location marked on the map isn’t very helpful. The Overseer’s Lodge is the larger house next to the inn in Dragon's Dogma 2.

Unlock the door and head inside. You will find the Diminished Godsway on the floor of the house, next to the dead body of the Overseer. Even in his death, the Godsway kept the Pawns from leaving.

Return to Henrique and give him the Godsway so he can evacuate the Pawns. Henrique promises to help the enslaved Pawns and take them to safety. This will end the Shepherd of the Pawns quest In Dragon's Dogma 2. You will receive 20,000 XP, 15,000 gold, and 30 Wyrmslife Crystals for your effort.
