First, you'll need your own Salvage Yard. Visit the Maze Bank Foreclosures website and buy one of the Salvage Yard properties and head directly to the new property. There, you will meet Yusuf and Jamal, after which you'll get access to the Planning Computer.

Use the Planning Computer to begin your first robbery, and select the Grotti Turismo Omaggio as your target.

This will begin a mission for which your objective will be to 'Scope Out Mission Row Police Station.' Go ahead and complete this objective to unlock the police car on the Warstock Cache & Carry website.

To customize your new police cruiser, take it to any of your property garages, like your CEO office or your autoshop. Cruisers cannot be customized in Los Santos Customs or the Los Santos car meet. Whether this is because a police car is too hot to handle for these independent garages or it is simply a bug, who knows?
