LoL 13.23 Patch Notes Preview - Arena Return, Champion Changes, New Skins and More

The penultimate patch this year for League of Legends shows changes to Elise, the return of the Arena game mode, and new skins for the coming holidays. Patch 13.23 which is set to release on November 21, 2023, also shows some changes to certain champion runes and how they interact with their abilities. 13.23 PBE Champion Changes

Elise is receiving some quality of life changes where her kit is likely benefiting from the new code Rioters have developed for Naafiri's hounds. All of her abilities were rescripted as well.

Passive - Spider Queen

Spiderlings always regenerate to full HP when resummoned

Q - Neurotoxin/ Venomous Bite

Spiderling dash speed when Spider Q'ing targets increased by 20%~

E - Cocoon/ Rappel

Human E reveals stealthed targets
Spider E always grants the buff after descending
Spider E cast range increased from 700 >>> 825

Ziggs also received a small buff to his attack damage so he can last hit more efficiently.

Base Stats

Base AD increased from 54 >>> 55

K'Sante seems to receiving some tweaks to his kit as despite the hotfix in the previous patch, he is still a very strong champion.

Passive - Dauntless Instinct

Ult Mark Damage: 45% - 75% (6/11/16) >>> 30% - 78% (6-18)

Q - Ntofo Strikes

Base Damage: 30 - 150 >>> 30 - 130
Cost: 15 >>> 27 - 15

Path Maker

W time to full charge increased from 0.1 second to 0.66
All Out W time to full charge increased from 0.1 second to 0.45

E - Footwork

Base Shield: 45 - 125 >>> 50 - 210
Shield Ratio: 15% bonus HP >>> 10%

R - All Out

Base Attack Damage: 15 - 45 >>> 10 - 40

Yuumi is also getting a change to her runes, with Riot adjusting them so she cannot take Glacial Augment anymore.

Replaces Glacial Augment with First Strike

Samira is receiving some changes to her runes in line with the Yuumi one as well.

No longer replaces Aftershock with Grasp of the Undying
No longer replaces Glacial Augment with First Strike

13.23 Patch Gamemode Arena Returns

The long-awaited Arena is coming to League of Legends bringing in lots of new changes and combinations to try out. You can review all of the new updates, here. You will be able to show off your skills in this 2v2v2v2 mode by either queuing alone or with a party of up to 8 people if you want to test your might against your friends!

A lot of quality of life changes have also been implemented affecting the pick-and-ban phase to ensure a smoother experience and overall more fun when you play. The client also has its own dedicated icon for the mode so there is a possibility that it will become a permanent addition to the game.

13.23 Patch New Skins

Riot Games is adding even more cool skins to the game with two separate lines that will go live once the patch drops.
