The full patch notes for League of Legends' Patch 13.22 have been revealed, and its mostly a nerf wave! Take note of the following buffs, tweaks, and adjustments going live on November 8th to dominate the new meta. Let's begin!

Dr. Mundo  Dr. Mundo

   E Bonus AD: 2-3% Max HP --> 2-3.4% Max HP

Rammus  Rammus

   W bonus armor: 30 --> 40 (Total armor scaling unchanged)

Mage Attack Speed Sweep

Riot Games are looking into addressing the need for mages to take the attack speed rune shard in order to be able to CS efficiently so players can opt for more ability power instead.

Timing Rumble, Singed, Heimerdinger, Ziggs, Xerath, Ivern, Neeko, Ahri, Twisted Fate, Teemo
Missile Speed  Karthus, Cassiopeia, Annie, Veigar, Teemo, Orianna
Attack Speed Singed, Heimerdinger, Annie, Vel'Koz, Xerath, Lissandra, Zilean, Anivia, Zoe, Ryze, Syndra, Taliyah, Ahri, LeBlanc

We're looking at varying approaches for different champions based on whether they already have a good attack frame, how much we want them to be attacking, etc.

We know this may put some champions a bit over balance wise, but we want to assess how impactful this change in and then scale back where necessary (probably in the early game area).

Briar  Briar

Q damage: 60/.../220 --> 60/.../200 (AD ratio unchanged)

Q armor shred: 10/.../26% --> 10/.../20%

R damage: 150/325/500 + 110% bonus AD --> 150/300/450 + 75% bonus AD (AP ratio unchanged)

Briar changes are targeted at reducing how potent Briar is in lower skill brackets and secondarily, targeted at reducing the effectiveness of some of the lethality builds that have been picking up recently. We would like Briar builds to be still fighter oriented.

Graves  Graves

   E Bonus Armor: 4-16 --> 2-14

Graves is a bit too durable overall and especially in the early game. We like that he's a good duelist, but he is winning these statchecks early a bit too often.

Kassadin  Kassadin

E AP Ratio: 85% --> 80%

R AP Ratio: 60% --> 50%

Overall, Kassadin benefited from longer, less snowbally games, we're taking some of his more Elite skewed spells down a tad.

Nilah  Nilah

Q bonus AS: 10-60% (level scaling) --> 10-50%

R damage over time ratio: 112% bonus AD --> 80% bonus AD

Base damage unchanged, burst damage unchanged — R total damage: 185/345/505 + 232% --> 185/345/505 + 200%

Large cooldowns like R tend to be better utilized by normal players who also tend to stand in the ability more for longer. We're reducing the total impact of this ability that intends to make her weaker in normal play, without impacting higher levels of play as much

Senna  Senna

Q damage: 30/.../170 --> 30/.../150 (50% bonus AD ratio unchanged)

Q healing: 40/.../100 --> 40/.../80 (30% bonus AD + 40% AP + 1.6 Lethality ratio unchanged)

Senna gained a bunch from the longer, less snowbally games and her Q usages and output are used significantly better by higher skill players. We're taking some power away from this while still making sure the ability remains satisfying.

Tahm Kench  Tahm Kench

   Passive Bonus Health Ratio: 5% --> 4%

Ziggs  Ziggs

   Base Armor: 22 --> 18

Ziggs is too strong everywhere, but stronger in bot than mid. We're targeting an armor nerf, which should be effective in bot and would usually be pretty effective in mid (especially in normal play), but ziggs is longer range than most and is less affected than he'd normally be.

Brand  Brand

   E damage: 65/.../165 +50% AP --> 60/.../180 + 60% AP

Gragas  Gragas

E cooldown refund: 3 seconds --> 40% of cooldown (this is a buff before ~70 ability haste)

R travel time: 0.55s --> 0.5s

Gragas high haste (codex stacking) E spamming builds while funny and largely ineffective, just look a bit strange/bugged, so we're adjusting the cooldown paradigm.

Seraphine  Seraphine

P damage: 4/8/14/25 + 7% AP --> 5/10/18/30 + 5% AP (50/100/200/250 AP break-even)

Q damage amp threshold: 75% missing HP --> 85% missing HP

W shield: 50/.../150 + 25% AP --> 50/.../150 + 20% AP

Targeting mostly the outputs that are tied to farming roles (AP ratios, Q as a farming tool, etc.) and leaving most of the supportive outputs intact. Hoping that this keeps her support power roughly the same while tapping down Bot.

Janna  Janna

Health growth: 84 --> 90

Mana: 350 + 64  -->  360 + 50

Attack damage: 52 + 3  -->  47 + 2.5

Armor growth: 5.0 --> 4.5

Attack range: 500 --> 550

Acquisition range: 500 --> 550

Attack windup percent: 22% --> 20%

Advertisement

Passive:

  • Janna no longer gains speed toward allied champions (allied champions still gain 6% speed toward Janna)
  • Now deals magic damage on basic attack and W hits equal to 20% / 25% / 30% / 35% bonus speed at 1/6/11/16

Howling Gale Q ability:

  • Min damage: 60-160 +35% AP  -->  55-195 +50% AP
  • Max damage: 105-265 +65% AP  -->  85-285 +80% AP
  • Cooldown: 12s --> 14s
  • Cost: 60-100 --> 90-110
  • Range indicator will now show both the min and max range, instead of just the max
  • Range indicator will now use a halfwidth of 100 instead of 120 (actual missile halfwidth unchanged at 120)

Zephyr W ability:

  • Passive speed is no longer lost while on cooldown
  • Cooldown: 12s constant --> 8s-6s
  • cost: 50-90 --> 50-75
  • Base damage: 80-200 --> 55-195
  • Slow duration: 3s --> 2s
  • Range indicator: 650 --> 615  (actual cast range unchanged at 650)

Eye of the Storm E ability:

  • No longer gains 15% HSP for 4s on applying movement impairments to champions
  • Shield duration:  5s --> 4s
  • Shield no longer decays
  • Base shield health: 75-175 --> 80-220
  • Cooldown: 15s-9s --> 16s-12s
  • Now refunds 20% cooldown on applying movement impairments to champions
  • Cost: 70-110 --> 70-90

Community Initial Reaction

While many players were happy that LeBlanc will be getting her attack speed back allowing her to farm more efficiently, others were criticizing the Seraphine changes.

Seraphine changes are more and more disappointing, she was in a much better state before 13.21 on all 3 of her roles, just #RevertSeraphine

@TheWapLife

It seems that most Seraphine mains did not think this was the correct approach by Rioters.

Omg just revert Seraphine at this point. The dev team has basically said they’re balancing around players who don’t know how to build correctly so anyone with some skill is being screwed over. Stop buffing E. You’re ruining her identity.

@MrDude01

Other players were unhappy that mages like Viktor, Lux, Zyra or Mordekaiser did not benefit from the attack speed sweep.
