The Reverse: 1999 Version 1.9 livestream took place last week, and during it, the developers Bluepoch announced 4 new characters and various other content that will be coming to the game with the new update.
Having announced four new characters, Bluepoch also revealed the banner schedule for both the first and second phases of the version.

The first phase of the version will feature a unique [Anniversary Limited Banner], titled [Thoughts of Cylinder] that will give players the chance to pull for the NEW 6-star character Lucy (Intelligence).
This banner is different from other summoning events and does NOT share pity or guarantee with any of them. Additionally, the Anniversary Limited Banner will be active only throughout version 1.9, and Lucy will not be featured in any other summoning events after the Anniversary Limited Banner has finished.

The second phase will feature only one unique banner that will add the NEW 6-star character Kakania to the game.
This banner is classified as a [Time-Limited Character Banner] and shares the same guarantee and pity with summoning events of the same type. Additionally, the featured character on this banner will appear as a non-limited character and be added to the permanent character banner after the v2.2 update.
