- Head to the MAST building (you'll visit it as part of the main story alongside Sarah Morgan).
- Have a conversation with Commander Tuala.
- Accept Commander Tuala's invitation to join UC Vanguard.
- Take the entrance exam.
- Successfully pass the exam, then speak with Commander Tuala once more.
- Swear your oath.
Once you've taken the oath, you officially become a member of UC Vanguard. It's worth noting that you can also join UC Vanguard later in the game.
