Why the Recommended Items in TFT Are Not Always Optimal?

Set 11 TFT Set 11: Unit Recommended Items Changed. What Items You Should Actually Choose for Each Unit Why the Recommended Items in TFT Are Not Always Optimal?
Riot

The Recommended Items in Teamfight Tactics are based on the class of each champion. Units are categorized into certain classes depending on their ability type and usage. For example, all high-mana Casters benefit from the Spear of Shojin.

However, there are exceptions, as some recommended items may not always be the best choice for certain units. To continue the example of high-mana Casters, Azir prefers more Attack Speed in his build instead of a Spear of Shojin. This is because his ability summons guardians that scale with Attack Speed specifically. Similarly, other units also benefit from items that suit their individual abilities.
