The only way you can combine Modules in The First Descendant is going to Silion in Albion. He's located in the west wing of Albion to the right of where Anais and the research station are. All you have to do is go to Silion, open his menu, and select Combine Modules. You will be able to choose any four Modules you want and combine them into a random one.
Of course, this will cost you a little bit of Gold. It's important to note that you cannot get a Module of a lower rarity than the lowest one of the original four. You can always arrange owned Modules by quantity, so you can spot those that are the same. There is no reason to keep duplicates in your inventory since you can only use one Module on multiple weapons.

The First Descendant Should You Combine Modules
We get it. Everybody wants to roll all their Modules to get something new, but is it worth it? In most cases, not really. When we're talking about Normal Modules, it's always better to dismantle them for extra Kuiper Shards used to enhance the Modules. The only time it's worth it to combine is if you have Rare and Ultimate Modules, especially if you have a lot of duplicates and not many unique ones. This strategy is very useful later in the game when you begin getting more Transcendent Modules.
Be aware that you can only equip one Transcendent Module at a time.
