The Ones Who Live: Major Character Coming Back:
Heath

We could see him return either as a CRM soldier or even as a CRM test subject. Either way, this would enable us to delve into his story since his departure.

Morgan also has a significant chance of returning in the new TWD spin-off. Firstly, considering his and Rick's backstory, which began in the very first episode of The Walking Dead, it would be fitting to witness their reunion in this final stage of the franchise.
