Is Quetzalcoatl in FF7 Rebirth?
After running around the Grasslands for a little while, completing a few side quests, you will be tasked to help fix the windmill. To do so you will need to craft an item called the Windmill Gear. Most of the resources you will need are easy to find or buy if you prefer.
The only difficult resource you need is the Quetzalcoatl Talon. And the only place you will find one of those is from defeating a Quetzalcoatl. And there is only one such creature nearby.

Where to Find the Quetzalcoatl in Final Fantasy VII Rebirth
You will first need to track down and interact with the Lifesprings. They should be marked on your map given you have activated the Remnawave Towers found in the grasslands.
When you have finished running around, looking for the Lifesprings, Chadley will give you the location of the Quetzalcoatl.
The rare and powerful monster is said to be nearby and you should now have its location revealed on the map.
How To Defeat Final Fantasy VII Rebirth’s Quetzalcoatl

The Quetzalcoatl is a tough fight so be prepared. The monster is level 22 so try to be around that level when you take it on.

Be sure to equip some Ice Materia and use the Shiva summon because the Quetzalcoatl is weak against ice attacks.
- If you have protection against Thunder now is the time to use it.

Whenever the Quetzalcoatl switches between flying and the ground, it will unleash a powerful attack so be prepared to keep away or block.

Keep up the pressure and as soon as it staggers use your more powerful attacks, Synergy Abilities, Limit Breaks, and more ice abilities.

If the Quetzalcoatl seems a bit too difficult at first, you can come back later after leveling your characters and your weapons. Once you have the Quetzalcoatl Talon and the other resources needed you can create the Windmill Gear. You can always go back and get more talons just in case you need them for any other crafting recipe that might come up.
