Wuthering Waves 2.1 Leaks: Phoebe All Skills and Resonance Chain

Phoebe is one of the two 5-star characters that will come out in Wuthering Waves Version 2.1. She is a 5-star Spectro Rectifier user who focuses on dealing Spectro DMG to enemies. The leaks below will give you a good idea of what Phoebe can do, but do consider that they are just leaks and the information is subject to change before Phoebe’s official release.

Resonance Skill		Seeking the Light
Tapping Resonance Skill: Summons a Ring of Mirrors at the target location, dealing Spectro DMG. If a Ring of Mirrors exists nearby and Phoebe is outside of it, Phoebe will be teleported to the location of the Ring of Mirrors, knocking back nearby targets and dealing Spectro DMG. Holding Resonance Skill: Summons a Ring of Mirrors at Phoebe’s current location, knocking back nearby targets and dealing Spectro DMG. Ring of Mirrors Ring of Mirror’s duration is 30s, and temporarily slows the hit target’s movement. When Phoebe summons a new Ring of Mirrors, the existing Ring of Mirrors disappears. When Phoebe is outside of the Ring of Mirrors, a Basic Attacks that hit the Ring of Mirrors will refract Pious Brilliance, which deals Spectro DMG to enemies inside the Ring of Mirrors, considered as Basic Attack DMG. Can be triggered 1 time every 0.5s. When Phoebe is inside the Ring of Mirrors, Basic Attack is replaced with Chamuel’s Star which performs up to 3 consecutive attacks, dealing Spectro DMG, considered as Basic Attack DMG.

Phoebe concentrates the light in her hands into Mirrors of Enlightenment, which deal Spectro DMG when smashed.
Forte Circuit		Bluebird Blessings
When Phoebe’s Prayer is full and Gospel is at 0: Holding Basic Attack consumes all Prayers to directly cast Heavy Attack Starlight Brilliance, if the target hit has the Spectro Frazzle Effect, the DMG dealt is Amplified by 160%. Enter the Absolution status, where the basic Resonance Energy Regen from attacks is increased by 8, and an extra 6 points of Concerto Energy is recovered. Holding Resonance Skill consumes all Prayers to cast Resonance Skill Seeking the Light, this attack knocks back nearby targets but does not summon Ring of Mirrors. Enter the Confession status. Recover an extra 13 points of Resonance Energy, this effect is affected by Energy Regen and recovers an extra 30 points of Concerto Energy. Absolution status and Confession status cannot exist at the same time. Entering into one will end the other. Absolution Status Casting Heavy Attack Starlight Brilliance decreases the Prayer consumed by 10, if the target hit has the Spectro Frazzle Effect, DMG dealt is amplified by 160%. The DMG Multiplier of Resonance Liberation Dawn of Enlightenment and Outro Skill Attentive Heart DMG is increased by 145%. Confession status Heavy Attack Starlight Brilliance adds 5 stacks of Spectro Frazzle Effect to targets hit. Resonance Liberation Dawn of Enlightenment adds 8 stacks of Spectro Frazzle Effect. When Outro Skill Attentive Heart, on-field Resonators in the team obtain the Silent Prayer effect: enemies within a certain range have their Spectro RES decreased by 10%, after enemies with the Spectro Frazzle Effect trigger DMG, the next time DMG is dealt by the Spectro Frazzle Effect, the DMG duration is increased by 50%, and the Spectro Frazzle Effect DMG is amplified by 100%. This effect lasts 30s, if Phoebe enters the Absolution status, this effect prematurely ends. Heavy Attack: Starlight Brilliance If Phoebe has Gospel, when casting Basic Attack 3 or Dodge Counter, the next Heavy Attack is replaced with Starlight Brilliance. Consume 30 Gospel to deal Spectro DMG, for which differing enhancement effects can be obtained in the Absolution status and the Confession status. Prayer Phoebe can hold up to 120 Prayers. Obtain with time, every 1s, 5 Prayers are obtained. Gospel Phoebe can hold up to 60 Gospel. When entering the Confession status or Absolution status, 60 Gospel is recovered.

Under the Confession status, DMG dealt by the Spectro Frazzel Effect of the Silent Prayer is amplified by 120%, targets hit with Heavy Attack Starlight Brilliance receive an extra 2 stacks of Spectro Frazzle Effect.
3		Daisies Weaving Wreaths and Dreams
The multiplier of the DMG dealt by Heavy Attack Starlight Brilliance is increased by 85%.
4		Ringing Bells on Wings Aloft
When Basic Attack or Basic Attack Chamuel's Star hits, the target's Spectro RES decreases by 10% for 30s.
5		Pray to the Distant Light
When Casting Intro Skill Golden Grace, Phoebe's Spectro DMG Bonus is increased by 10% for 15s.
6		Whispers of the Bluebird
