Progress through the main story until you find the New Thunderclap Temple Keeper's Shrine. Head through the first building and keep walking on the right side. Go down the stairs and enter the second building. Use the next staircase to climb up to the second floor and exit at the top.

Another flight of stairs will lead you to a Side Hall where the Non-Void boss is located. Keep in mind that you can start this fight only after you have interacted with the frozen body near the Forest of Felicity Keeper's Shrine and you've begun the Fox Quest. Defeat the boss and head right from the staircase; you'll see a body of water. The golden container with the Celestial Nonary Pill will be there.
