Yes, if you have completed the base Diablo 4 campaign on any of your characters, you will be able to skip it when the Vessel of Hatred expansion launches. No, completing the Vessel of Hatred campaign at least once is mandatory. However, once you have completed the campaign, you will be able to skip it on each subsequent playthrough, similar to how it works with the base Diablo 4 campaign.
