To get the Rock Heart, you need to find the ghost sitting on a spectral chair in Jagged Peak. First, clear the Dragon's Pit mini-dungeon in the southern part of Gravesite Plain, close to the Suppressing Pillar, then head east towards Jagged Peak. Go up the mountain and defeat the two Jagged Peak Drakes.
Once you're done, Igon will congratulate you if you've spoken to him before. Walk toward the area shown in the image above, and you'll stumble upon the ghost. If the chair is empty, don't worry; take a short walk and come back again. When you approach the spirit, it will disappear and leave an item - the Rock Heart.

The Rock Heart is an extremely helpful reusable, consumable item in Elden Ring: Shadow of the Erdtree. It is not merely a prerequisite to obtain the Dragon Forms; although it lasts only 60 seconds, it has additional functions that can turn into game changers.
It boosts your Dragon Communion incantations, as well as the Dragonbreath spells such as Ekzyke's Decay. It provides 50 bonus resistance, and it does 10% negation.
