Yes, some characters are hard to find, and they aren't easy to gain as Followers. However, this is not the case with Strohl, as meeting him is one of the unmissable events in Metaphor: ReFantazio. Ranking up the Bond with him will have the same difficulty, but at least you won't have any trouble becoming his friend.
For this to happen, you need to go to the Nord Mines and engage in your first conversation with him once you see him. This will allow you to gain him as a Follower and he'll even give you the Warrior Archetype, which is used to destroy even the strongest enemies.
