Reach Max Star Arcana Social Link
The first requirement for fusing Helel is fully maxing out the Star Confidant Social Link associated with Mamoru Hayase. You must hit rank 10 before the ability to fuse Helel becomes available.
This is because Mamoru's final gift upon hitting the maximum friendship level is the Car Key item, which enables the Helel fusion. So focus on ranking up the Star Link above all else.

Hit Level 88
In addition to the maxed Social Link, your main character must reach level 88 before fusing Helel. This endgame Persona is extremely powerful, so higher levels are demanded.
