Reverse: 1999 Version 1.9 is releasing next week on September 19, 2024, and it is bringing a total of 4 new characters for players to summon for.
This version will feature a total of 3 new 6-star characters and one new 5-star character, which players will be able to get in various ways.

Lucy is a 6-star Intelligence character that will become available after Version 1.9. Lucy is an anniversary-limited character that will only be available on the Anniversary Limited Banner [Thoughts of Cylinder].
Unlike normal characters, Lucy will not be added to the permanent character banner after Version 1.9 has ended, so people who’d like to get her must do so in Version 1.9, as it is not confirmed if she will ever get a re-run or not.
That aside, Lucy is a powerful DPS character who can dish out ridiculous multi- and single-target damage. More information about her kit will be revealed at a later date.

Kakania

Kakania is the next new character we will be looking at, and she is once again a 6-star character with the Plant Afflatus.
Kakania is a DPS/support kind of character who can deal some damage while also helping out the team with ATK buffs and mitigating the damage that her team takes.
Kakania will be obtainable in the second phase of Version 1.9 as the rate-up character on the time-limited character banner.
Unlike Lucy, however, Kakania will later become available in the permanent character banner, starting with Version 2.2.

The third and final new 6-star character that players will get in Version 1.9 is Semmelweis.
She is a 6-star character from the Mineral Afflatus and a support-type character that can greatly increase the team’s damage output by buffing their overall damage and Crit Rate.
Semmelweis will be obtainable for free through the Anniversary Log-In Event that will take place from September 19, 2024, to October 31, 2024.
So at the very least, you do not have to worry about getting a copy of Semmelweis!
