To get the Hunting Rifle, you'll have to reach the late-game content of Silent Hill 2. Once you get to the part where James visits the Silent Hill Historical Society building, go down the staircase, and you'll find yourself in a prison. There, you'll see a square hole. Jump through it to reach a lower level of the area.

Keep going forward until you see another door locked by a horizontal gate. Look next to it, and you'll find the Spiral-Writing key, which opens the gate. Unlock it, and jump down. This will lead you to the Toluca Prison. Go straight ahead to reach the Armory, and you'll see a map. In the same room, you'll spot the Hunting Rifle in one of the weapon lockers.

To access the weapon locker, you'll need the Armory Key. Exit the Toluca Prison Armory and go into the Chapel. Walk through Block B and cross the yard. Reach the statue in the middle and place weights on it to unlock different sections of the prison. It's important to place the smaller weight on the left side and the heavier one on the right.

This will open the Serpent Door. Go back to Block B, turn left, and go through the gate. The Serpent Door is on your left. Go straight into the Guard Room, exit it, and cut through the locked prison cells to enter the Witness Room. That's when you'll have to solve a sequence of riddles to overload the power panel on the wall and turn the switches up. After you're done, flip the lever and unlock all cells.

Go through the Death Chamber and reach Cell E1. Open the crack in the wall to access the cells on the other side as well. Go towards Cell E10 and use the second crack in the wall to enter the room with the Armory Key in the case on the wall. Go through the door on the right side of the case, and unlock the gate at the end. This will bring you back to the Armory.
