Although you were supposed to have access to Rare Enchanted Ink, Throne and Liberty has removed this option, and there is currently no way to obtain it. However, this shouldn't stop you from crafting blue-quality gear, as you can still use Rare Lithographs to do so.

One way to get Rare Lithographs is by opening your Lithograph Book and clicking on the green button at the bottom of your screen. This will allow you to exchange your Uncommon gear by using Standard Enchanted Ink, and it'll provide you with one Blue Lithograph.

Go to the Contract Coin Merchant or the in-game Premium Shop and purchase some Standard Enchanted Ink. You can obtain up to 50 units per week. Use the material to craft Uncommon gear and then turn in the pieces for Blue Lithographs.
