Warhammer 40,000: Space Marine 2 doesn't offer much flexibility during the Main Campaign unless you're playing as Titus' companion in multiplayer mode. However, if you're currently part of Operations or Eternal War, you can create your own fighter by selecting a Class.
Each of these 6 categories in Space Marine 2 gives you access to different weapons and gear. If you've already chosen a Class but you want to change it, this guide is for you.

Warhammer 40K: Space Marine 2 How To Change Class & Loadout In Operations
In Operations, you'll have to select a Class before starting a mission, and you can only change your category after the end of the challenge. Every time you switch modes on Operations, you'll be able to choose a Class as well. However, keep in mind that you can change it while you're on the Barge at the Armouring Hall.
Whichever Class you choose will appear as your currently equipped category, and it will stay that way until you change it back. To switch loadouts, click on the Class you wish to customize and select one of the three available ones at the top left menu.

Warhammer 40K: Space Marine 2 How To Change Weapons
To change weapons in Space Marine 2, choose a slot and scroll to the new gun you wish to equip. Hover over the new weapon and close the menu; this will automatically update the chosen item. When you start an Operation, you'll have the last selected Class and loadout equipped.
It's important to note that loadout changes in the middle of an Operation will not change your grenade; these have to be found. Moreover, Drop Pods can let you switch between any loadout of your current Class.
