How Does the Localization Confusion Booster Work in Helldivers 2?

The in-game description of the Localization Confusion booster states that it "increases the time between enemy encounters". The issue with this description is that there are many different types of enemy encounters in the game, from patrols roaming around the map to Bug Breaches and Drop Ships appearing in seemingly random intervals. After some speculation from the community, a Reddit user by the name of gergination posted his findings when testing out the new booster. Here is what he had to say after his research:

As of 3/14/24, the Localization Confusion Booster has no effect on the Baseline times or any of the mechanics described. It appears to not have any effect on Patrols whatsoever.

Localization Confusion increases the time between calls for Reinforcements (Bot Drops/Breaches). It does not delay the time for a particular enemy to call, it just lengthens the time before another call can occur.

Rough Testing on this looks to be a ~10% increase but getting a clean stable baseline on this is difficult due to relying on AI behavior.

Based on this information, it seems like the Localization Confusion booster increases the permitted time for enemies to call Bug Breaches and Bot Drops by around 10%. While this seems like a good bonus on paper, we don't believe that it is stronger than any of the usual choices, like increased ammunition and improved sprinting. In higher difficulties, enemy reinforcements are usually dealt with by using a lot of Stratagems or by simply running away, and this booster is not going to provide much assistance. Keep in mind that this is pretty hard to test and the numbers might be off, but even if it's somewhat close, the booster doesn't seem too powerful.
