The new Chibi Prestige Lee Sin was released in TFT Patch 14.2. Dragon Fist Lee Sin will be available in the Collector’s Bounties (450 Treasure Tokens) until the end of TFT Patch 14.3. You have a 2.5% chance of obtaining Lee Sin through the Collector's Bounties. Here is more information about the drop rates:

Collector’s Bounties have an additional 2.5% drop rate for Star Content; for Lee Sin, that means the following drops: Chibi Firecracker Jinx, Chibi Panda Annie, Chibi Dragonmancer Yasuo. Collector’s Bounties have a 45% chance for Highlight Content which includes base Chibis, and Tacticians like Baron and Poro. The remaining 50% of drops are standard Collector’s Bounties drops composed of 3-star Legendary Little Legends, as well as Mythic Little Legends.

Riot shared the following information about how you could get the new Lee Sin Chibi Champion in TFT:

If you have not received it before 30 tries, the 30th open of the Collector's Bounty will guarantee Chibi Prestige Dragon Fist Lee Sin. You can only open a maximum of 30 Collector’s Bounties.

However, opening 30 Collector's Bounties is unrealistic because each costs 450 tokens. Here's another way to obtain the Prestige Lee Sin Chibi on the first pull.

During one of his latest Twitch streams, Mortdog, the lead Gameplay Director of TFT, addressed a question from a player regarding how to acquire Prestige Lee Sin. Mortdog confirmed that you can secure the Chibi Prestige Dragon Fist Lee Sin on the first pull, provided you already possess all of the remaining Chibi Champions.

Prestige Lee Sin ‘Boom’ Issue

It turns out that even if you acquire Prestige Lee Sin, his 'Boom' feature is locked. Some fans were very disappointed to find out after already getting the new Chibi Champion. Riot addressed this by saying: 

For players who unlock base Chibis through this Collector’s Bounty, they won’t come with their unique Booms right away, but we’ll be granting them to players retroactively in a future patch.
