Reach the Coastside Plaza, which is located at Dayton Wetlands. To track the area, simply right-click the marker on the map. However, be aware that you need to be at least level 7 to start this quest; otherwise, the enemies will be too powerful for you. Let the marker guide you and enter the building.

You'll find some cult symbols and candles around. Get closer to the red one, and you'll have the option to illuminate it. Once you do it, your vision will get blurry for a second, and a chest will appear on the right side. Open it, and you'll find the Cultist's Treasure Map, which will start the Lost in Madness quest in Once Human.

When you interact with the Cultist's Treasure Map from your inventory, you'll notice that the X marks an area in Chalk Peak. This is the Believer Colony, which you can reach by using your motorcycle. There, you'll find three wooden houses and some colonists. Kill the latter and explore the shacks connected by the wooden bridge.
