The Beast in the Ice is one of these encounters, and he is definitely one of the harder ones to defeat due to his unforgiving mechanics. However, if you manage to kill him, you can acquire some of the strongest and most build-defining Unique items in the game. The Beast in the Ice Location & Summon Requirements
The Beast in the Ice boss can be found in the Glacial Fissure dungeon, located in the Desolate Highlands of the Fractured Peaks. You can easily access it by going south from Kyovashad, the capitol city of the Fractured Peaks. In order to summon the Beast in the Ice, you are going to need the following resource:
Distilled Fear can be found by completing Nightmare Dungeons in any of the new Torment difficulties. It can also drop from Whispers of the Dead caches, Elite monsters, World bosses and other endgame activities. The best way to farm them, however, is through Nightmare Dungeons.

How to Summon the Beast in the Ice
The Beast in the Ice can only be found and summoned while playing on any of the new Torment difficulties introduced in the Vessel of Hatred expansion. This means that you will need to reach level 60 and complete a Tier 20 run of the Pit before you can summon him. Higher Torment difficulties will make the fight much harder, with an increased life pool and damage for him, while your character receives penalties to armor and resistances. However, defeating him on higher difficulties will be much more rewarding, with more Unique items dropping and an increased chance of getting Mythics.
