Deal with the Devil is a main mission in Stalker 2: Heart of Chornobyl, and it will come immediately after you complete The Price Goes Up. First, go east of the Slag Heap and keep walking until you find The Plant. That's where Varan is. He has kidnapped Nestor and has left him there half-dead.
To get answers from this suspicious character, you'll have to make some effort. The most important detail here is that there are two main Factions in the Garbage zone: The Commissaire and the Brood. However, Varan wants to impose a new rule as a third party, so he needs to hire someone to help him.
Once you approach The Plant, you'll get two options: you can either pay Varan 20,000 Coupons for information or complete a task for him. We recommend choosing the latter because otherwise, you'll ruin your budget beyond repair. You'll have to kill Roosevelt or Shah and bring back one of their PDAs as proof. It's worth mentioning that you can also beat Varan on the spot and defeat all of his henchmen, but this way you'll sacrifice too much valuable loot.

If you take Varan's task as we suggest, go to the Garbage area and defeat Roosevelt. However, be aware that before jumping into the task, it's a good idea to locate Borodulin, a member of the Commissaire. He knows how to get inside the fortress by using a secret entrance, and you'll even get an extra reward for it. All you need to do is escort him as he fights against a group of Mutant Pigs and Bayun.
The good news is that even if he dies, you'll still be able to get his PDA and everything in his inventory, including the information you need. Additionally, looting him is the only way to get your hands on the VS Vintar rifle without paying money. Once you're done, go north of the Slag Heap and find the Commissaire Camp. Go through the secret entrance and kill Roosevelt. By using the intel from Borodulin, you'll be able to shoot him without alerting anyone in the base.

Stalker 2: Heart of Chornobyl Should You Kill Shah
From this point on, whatever you choose doesn't really matter, as long as you kill the remaining Kingpin before going back to Varan. After that, return to The Plant to meet Varan and deliver the PDA. However, what makes a difference here is whether you'll take down Shah or leave him alive. In any case, Varan will turn out to be a traitor, and he won't give you any rewards, so you might as well just kill both Roosevelt and Shah to save the Garbage area from more trouble in the future.
On the other hand, if you decide to let Shah live, you'll gain an extra Vendor for the later stages of the game.
